What Is Total Element Long Run Incremental Cost (TELRIC)?
There are a lot of ways to measure the price of a product or service. You could use the cost of the raw materials and figure out how much each unit costs to make, or you could use the price of the finished product, add up all the costs that went into making it, and figure out how much it would sell for in a store. But what if you need to know what your raw materials cost? What if you need to know how much it costs to make something? Or even if you do know those things, what if they're just too complicated to calculate? Well then: TELRIC to the rescue! TELRIC stands for Total Element Long Run Incremental Cost, which means that's what we'll call this new way of measuring prices from now on. It's a great new tool for regulators who want to set access prices with help from cost-based measures—like price ceilings on interconnection fees—but don't have all their numbers together yet. In 1996, the Telecommunications Act was passed. This act was predicated on a higher level of unbundling by incumbent local exchange carriers (ILECs). Therefore, the show was centered on the idea that ILECs would have to lease components of the local telephone network to prospective competitors. Such competitors would then blend these components, possibly using their elements to offer end users appropriate services. The FCC used the term TELRIC (Total Element Long Run Incremental Cost) for the first time when it interpreted TELRIC's role under this act. Total element long-run incremental cost (TELRIC) pricing is used to determine the price of telecommunications services and network elements. The entire element's long-run incremental cost determines the price of telecommunications services and network elements based on their costs, which are determined by the marginal cost of adding another unit and the fixed costs that have already been incurred.
