What Is Measured Telephone Service (MTS)?
If your friend calls you and asks, "Hey, how much did that call cost?" and you respond with, "Oh, not much," what exactly are they trying to find out from you? They are curious about the rates your telephone company applies to calls. Yet to provide an answer to that issue, you will need to determine whether or not the phone company you use employs metered telephone service (MTS) or the introductory monthly service rate (BMSC). The MTS billing model is one in which a telephone company will charge for calls on a minute-by-minute basis. The price per minute varies from one company to the next and sometimes even according to the time of day. MTS is not the same as BMSC, which imposes an additional price on top of the rate per minute charge and is charged based on consumption, which may or may not be constant. Several components go into calculating your monthly cell phone cost. The capacity cost is the first consideration and refers to the overall cost of providing services for local, long-distance, and international calls. This price fluctuates not just with the time of day but also with the day of the week. It will cost you more money to make numerous long-distance calls during peak hours as opposed to making the same calls during off-peak hours. The second consideration is how comprehensive services, such as directory assistance, operator services, and collect calling services, have evolved. In most cases, you will be charged for these on a per-call basis rather than based on the total length of time spent on the phone. The third consideration is how the federal government finances its universal service duties (USO). Even if a person lives in a telco's service area but does not subscribe to any of the company's other services, they are still required under universal service responsibilities to provide some necessary telephone services at reasonable prices for all residents of that region.
