Overall Rating

Tesla plans to sell steering-wheel-free Cybercabs before the end of 2026, while owners of its regular cars are expected to wait until 2027 for unsupervised self-driving. The ambitious robotaxi rollout also faces a federal safety investigation.

TL;DR

  • Tesla plans to expand Cybercab service from Austin to Dallas in November, then to more cities before year-end.
  • Initial Cybercab production is reserved for Tesla's robotaxi fleet, with limited sales to outside customers planned later in 2026.
  • Federal regulators are investigating the vehicle's safety certification, while unsupervised Full Self-Driving for existing owners is now targeted for Q2 2027.

Tesla Expands Cybercab Robotaxi Service Beyond Austin

Tesla plans to introduce Cybercabs in Dallas next month and other cities before December ends, according to reporting on its third-quarter earnings call.

The gold-colored, two-seat vehicle currently operates in Austin. Meanwhile, Tesla has already deployed small Model Y robotaxi fleets in Dallas, Houston, Miami, Orlando, and Tampa, building on its earlier expansion into Dallas and Houston.

Unlike a conventional Tesla, Cybercab has no steering wheel or pedals and is designed specifically for autonomous transportation. Chief Financial Officer Vaibhav Taneja indicated that Tesla expects the vehicle's manufacturing design to support rapid production increases.

Still, speed alone will not settle the competition. Waymo has more than 4,000 robotaxis across over a dozen US cities, and Tesla must demonstrate that its promised lower production costs can translate into competitive ride prices.

Tesla Plans To Start Selling Cybercabs To Fleet Customers In 2026

Tesla also expects to sell Cybercabs before year-end, according to a separate report on the earnings call. Engineering Vice President Lars Moravy said vehicles now being built are intended for Tesla's own fleet, with deliveries to outside customers initially beginning in limited numbers.

Tesla will increase sales as it learns more about vehicle delivery, ownership, and managing autonomous fleets. The company has not disclosed prices, order volumes, or detailed purchase requirements.

The plans follow Tesla's earlier signals about a slow Cybercab production ramp. However, Musk still describes the Cybercab primarily as a transportation service rather than a vehicle for everyday private ownership.

That creates an unusual timeline. Outside fleet customers could receive autonomous Cybercabs before existing Tesla owners gain unsupervised Full Self-Driving, which Musk now targets for the second quarter of 2027. Today's Full Self-Driving (Supervised) still requires an attentive driver ready to take control.

Tesla Cybercab Faces NHTSA Investigation And Technical Roadblocks

The National Highway Traffic Safety Administration (NHTSA) opened an investigation in September into how Tesla certified Cybercab against federal safety standards. Tesla says the vehicle complies, although current rules generally require equipment such as brake pedals and side mirrors that Cybercab lacks.

Regulators have proposed removing certain requirements for purpose-built autonomous vehicles, but the changes are not yet in effect. That leaves Tesla's expansion plans exposed to a potentially consequential regulatory decision.

Technology presents another obstacle. Tesla autonomy executive Ashok Elluswamy said the bottlenecks are “not purely regulatory,” as AI software capabilities also dictate when the service can operate for longer hours and tackle difficult driving conditions. Highways and some challenging scenarios remain outside its current operations.

Financial performance is also hard to assess. Tesla has not supplied specific figures for paid robotaxi miles or revenue, and its latest shareholder update replaced a paid-mileage chart with unsupervised miles, which can include journeys without paying riders.

Musk expects the robotaxi business to become noticeable in Tesla's overall financial results only in Q2 2027, potentially growing more significant later that year. For now, the real challenge is turning Cybercab's planned scale into a safe, functioning business.
