It's not even a tenth of a second; it's a trillionth of a second, meaning it's a fraction of a second! Consider the time that constitutes one second to put this into perspective. You know that when you count to one second, the event is over in a relatively short time. Since a picosecond is such a short period, it is possible to pack one second with one trillion picoseconds.
