It's a great new tool for regulators who want to set access prices with help from cost-based measures—like price ceilings on interconnection fees—but don't have all their numbers together yet. In 1996, the Telecommunications Act was passed. This act was predicated on a higher level of unbundling by incumbent local exchange carriers (ILECs).
