Why Karnataka Wants To Restrict Social Media For Minors

Karnataka Chief Minister Siddaramaiah announced the measure during the presentation of the state’s 2026-27 budget.

According to the budget document, the state government plans to prohibit social media use for children below 16 years of age to reduce the negative effects associated with increasing smartphone usage among young people.

With the objective of preventing adverse effects of increasing mobile usage on children, usage of social media will be banned for children under the age of 16, the budget statement noted.

The move was introduced alongside other student welfare initiatives, including expanded mental health support for schools. Karnataka said it plans to appoint trained mental health counsellors across the state’s educational support centers to help address psychological stress among students.

The government has not yet revealed the exact legal framework or timeline for implementing the restriction.

India’s Growing Concerns Around Youth Digital Exposure

The proposal comes amid growing concern across India about the psychological and behavioral impact of excessive social media use among teenagers.

India is one of the world’s largest social media markets, with hundreds of millions of users across platforms such as Instagram, Facebook, Snapchat, and X. Industry estimates suggest the country has more than one billion internet users and over 500 million social media users.

Teen smartphone adoption is also rising rapidly. Surveys indicate that a large majority of teenagers aged 14 to 16 already have access to smartphones at home, and many use them daily for social media and messaging apps.

Policy experts have increasingly warned that prolonged social media exposure can contribute to anxiety, depression, cyberbullying, sleep disruption, and reduced academic focus among young users.

These concerns have pushed governments worldwide to examine stronger protections for minors online.

Global Governments Are Moving Toward Age-Based Social Media Rules

Karnataka’s proposal aligns with a growing international trend where policymakers are considering age-based restrictions on social media access.

Several countries and regions are exploring similar regulations, including stricter parental consent requirements, digital well-being protections, and mandatory age verification systems.

Australia has debated raising the minimum social media age requirement, while several U.S. states have proposed laws limiting social media use among teenagers without parental approval.

India’s central government has also begun discussing potential safeguards. Earlier this year, the country’s Economic Survey recommended examining age-based limits for social media platforms, warning that algorithm-driven engagement models can sometimes exploit young users’ attention.

In addition, a private member’s bill introduced in India’s Parliament recently proposed restricting social media accounts for users under 16 nationwide.

Major Challenges Could Complicate Enforcement

Despite the strong policy signal, experts say enforcing such a restriction will be complicated.

Age verification remains one of the biggest technical challenges. Most social media platforms currently rely on self-declared age information, which users can easily falsify.

Stricter verification systems could require identity documentation or biometric verification, which raises privacy and data protection concerns.

There are also legal questions about whether a state government can independently regulate social media platforms, since internet and telecommunications policies are largely governed by India’s central government.

Technology companies have also warned that blanket bans could push teenagers toward unregulated platforms or anonymous online spaces that lack safety protections.

As discussions continue, Karnataka’s proposal is likely to spark wider debate across India about how governments should balance youth safety, digital rights, and platform accountability in the social media era.
