Intel Warns Of Gov. Stake "Consequences" As Rival NVIDIA Builds AI Robot Chip

Last week, the Trump administration’s plan to acquire a 10% stake in Intel made headlines, coming on the heels of SoftBank’s $2 billion investment in the chipmaker. Back then, it was seen as a bold signal of how far Washington might go to secure America’s edge in the global chip race.

Talks have now turned into action, with the government poised to take a 9.9% stake in Intel. However, the company has warned that this move comes with “consequences.”

In a filing with the Securities and Exchange Commission on Monday, Intel outlined risks ranging from strained international sales and future grants to uneasy shareholder reactions.

With 76% of Intel’s $53.1 billion revenue in fiscal 2024 generated overseas, nearly a third from China, linking the company directly to President Donald Trump’s shifting tariff and trade policies could complicate its global standing.

“There could be adverse reactions, immediately or over time, from investors, employees, customers, suppliers, other business or commercial partners, foreign governments or competitors,” Intel wrote.

“There may also be litigation related to the transaction or otherwise and increased public or political scrutiny with respect to the Company,” the company added.

The Department of Commerce will receive up to 433.3 million shares, bought largely with funds already allocated to Intel under President Biden’s CHIPS Act. While the deal fulfills U.S. ambitions to strengthen domestic chipmaking, it comes at a cost: existing shareholders face dilution, and Commerce will have the power to vote alongside Intel’s board, limiting future transactions.

Intel also flagged shareholder concerns as the US government will acquire shares at a $4 discount relative to the market price. Beyond that, Washington’s ownership could give it authority over Intel’s transactions, potentially limiting its room to maneuver independently.

Interestingly, CEO Lip-Bu Tan struck a lighter tone in a Commerce Department video posted Monday: “I don’t need the grant. But I really look forward to having the U.S. government be my shareholder.”

For Intel, having Washington as a near-10% shareholder may provide financial stability. However, the bigger question is whether it complicates the very global partnerships and markets that the company depends on to survive.

Intel’s challenge is balancing government ties with its global footprint. In contrast, its rival NVIDIA is showing just how far its technological dominance stretches, pivoting from AI chips to powering robots.

Robots are moving closer to homes, and NVIDIA wants to power their brains. On Monday, the company announced that its new Jetson AGX Thor developer kit, dubbed a “robot brain,” will be on sale for $3499, with shipments beginning next month.

Once companies prototype using the kit, NVIDIA will sell Thor T5000 modules for production robots at $2999 each for orders over 1000 units.

The new chip is built on NVIDIA’s Blackwell GPU architecture, the tech behind its AI and gaming chips. It’s 7.5 times faster than its predecessor and comes with 128GB of memory, allowing it to run large language and visual AI models needed to power humanoid robots.

“We do not build robots, we do not build cars, but we enable the whole industry with our infrastructure computers and the associated software,” said Deepu Talla, NVIDIA’s VP of robotics and edge AI.

NVIDIA’s Jetson chips are already being used by Amazon, Meta, Agility Robotics, and Boston Dynamics. Although robotics is a small slice of the pie, at just 1% of revenue, it’s among the fastest-growing segments, surging 72% in the past year.
