Google's Agent Payments Protocol Boosts PayPal Partnership On AI-Led Payments

Commerce is evolving, with online shopping and digital services moving faster than ever. Consumers want experiences that are simple, quick, and smart, and the industry is responding by shifting agentic AI’s role from a passive tool to a partner.

To meet these new expectations, businesses need to rethink how transactions work, and AI agents are stepping in to do just that. However, it has also raised a question for the payments industry: how do we ensure AI-driven transactions are secure, authorized, and trustworthy?

In response, Google is building the foundation for this new era of AI-led payments. Google has introduced the Agent Payments Protocol (AP2), an open standard developed with over 60 partners, including American Express, Mastercard, Coinbase, Salesforce, and Worldpay.

AP2 runs on Mandates, which are digital contracts that show a user’s approval. For example, if you ask an agent to pick sneakers under $100, your confirmation creates a Cart Mandate that secures the items based on your price and preferences.

In another case, if you ask an agent to buy tickets as soon as they go on sale, an Intent Mandate sets the rules, making sure the agent acts only within your conditions. This way, it creates a clear record from intent to payment.

The protocol is designed to create a shared framework that allows agents to securely process payments on behalf of users, whether through cards, bank transfers, or even stablecoins.

The protocol also works with newer systems, such as crypto payments and others emerging payment channels. Partnering with Coinbase, MetaMask, and others, Google has launched the A2A x402 extension to enable secure, ready-to-use agent transactions on stablecoins and blockchains.

Key players in the industry are already showing strong support. “With the rise of AI-driven commerce, trust and accountability are more important than ever. American Express is excited to contribute to the creation of AP2 as a protocol intended to protect customers and enable participation in the next generation of digital payments,” said Luke Gebb, EVP, Amex Digital Labs, American Express.

Google and its partners see AP2 as a building block for the future of commerce, where transactions stay seamless, scalable, and secure, even when handled by agents instead of people.

At the same time, Google and PayPal announced a multi-year partnership to bring new AI-powered shopping and payment solutions across platforms. This gave PayPal’s stock a late-afternoon boost of more than 3% on Wednesday.

The deal integrates PayPal’s services, like its branded checkout, Hyperwallet, and Payouts, across Google products, from Google Cloud to Google Play. PayPal Enterprise Payments will also handle card transactions across several of Google’s main platforms.

PayPal will also work with Google Cloud to modernize its technology infrastructure, a move that could power the next generation of its global payments platform.

For PayPal, the partnership represents a chance to expand its reach to billions of Google users while leaning on Google’s AI expertise.

Beyond traditional payments, the companies are looking to shape the future of “agentic commerce,” where AI agents handle transactions. This includes creating new AI shopping experiences and supporting standards, like Google’s Agent Payments Protocol, to help make agent-led payments secure and scalable.

Together, the two companies see this partnership as a step toward redefining how people and businesses engage in the digital economy.
