UK Government And OpenAI Partner To Boost AI Capabilities, Infra And Security

The company is pushing hard to ensure it’s not just remaining competitive in the AI industry but also leading innovation—a mission that’s getting tougher as rival Meta keeps poaching key talent.
Yet, OpenAI continues to find new avenues to help grow its offerings and capabilities.
Just over a month ago, the company launched OpenAI for Government, an initiative that would bring its tools to United States government agencies and officials, along with access to custom models for national security, hands-on support, insights into what is coming next, and other benefits.
Now, OpenAI is bringing its expertise to the United Kingdom government.
OpenAI and the UK Government announced a strategic partnership that aims to accelerate the adoption of AI and fulfil other goals of the UK’s AI Opportunities Action Plan, which includes deploying AI for shared prosperity. The deal kicked off with the signing of a Memorandum of Understanding (MoU) between OpenAI CEO Sam Altman and the UK Secretary of State for Science, Innovation and Technology, Peter Kyle MP.
Through the MoU, OpenAI and the UK’s Department for Science, Innovation and Technology (DSIT) will explore adoption across public services and the private sector, infrastructure development and technical information exchange.
OpenAI’s products are used by millions of UK citizens, making it a top-three market globally for paid subscribers and API developers. Its tools are also helping people, developers, institutions, start-ups, and enterprises in the UK to unlock economic opportunities.
According to research by Axios, OpenAI’s ChatGPT witnesses over 2.5 billion requests daily.
“AI will be fundamental in driving the change we need to see across the country—whether that’s in fixing the NHS, breaking down barriers to opportunity or driving economic growth. That’s why we need to make sure Britain is front and center when it comes to developing and deploying AI, so we can make sure it works for us,” said Peter Kyle. “This can’t be achieved without companies like OpenAI, who are driving this revolution forward internationally. This partnership will see more of their work taking place in the UK, creating high-paid tech jobs, driving investment in infrastructure, and crucially giving our country agency over how this world-changing technology moves forward.”
The move will help the UK continue to drive critical AI research and development, identify areas where advanced AI models can be deployed throughout the government and private sector, enable civil servants to work more efficiently, cross-departmental initiatives (across justice, defense, security, and education), support citizens and small businesses navigate public services effectively, develop advanced AI-enabled R&D infrastructure, improve understanding of capabilities and security risks along with mitigation, and more.
The partnership will also aim to enhance AI skills through workshops, build technical information sharing programs, enable feedback opportunities, demonstrate best use cases, and create resources to support the UK AI developer and startup ecosystem.
All of it will be carried out keeping in line with the UK’s safety standards and guidelines.
“AI is a core technology for nation building that will transform economies and deliver growth. Britain has a strong legacy of scientific leadership and its Government was one of the first to recognize the potential of AI through its AI Opportunities Action Plan. Now, it's time to deliver on the plan's goals by turning ambition to action and delivering prosperity for all,” said Sam Altman.
OpenAI also mentioned plans to grow its footprint in the UK—more details will be shared soon.
The company opened its first international office in London in 2023, and soon grew its workforce to over 100 employees, including research and engineering roles that contributed to the development of OpenAI’s frontier models.
This partnership comes as the highly anticipated $500-billion Project Stargate faces delays, reportedly due to disagreements between OpenAI and SoftBank. As such, the companies are settling on a more modest goal of building a small data center by the end of the year.
The move also comes weeks before the company is set to welcome Fidji Simo as its new CEO of Applications—who had a memo dedicated to employees published on OpenAI’s website on the same day as the UK Government partnership announcement.
Simo plans to leverage AI to bring enhancements across areas such as:

Knowledge: where AI helps democratize knowledge, summarize information, personalize insights, simplify learning, and more.

Health: where AI can explain lab results, decode medical jargon, offer second opinions, help understand treatment options, enable quick self-care, enforce good habits, and more.

Creative Expression: where AI can help in ideation, edit media, and transform ideas, as well as generate images, audio, video, and more.

Economic Freedom: where AI helps users brainstorm, prototype, market, and launch products, turning ideas into income without the need for technical knowledge, coding skills, large capital, credentials, or permission. It also offers personalized guidance on saving, budgeting, investing, and managing debt.

Time: where AI helps save time in otherwise time-consuming activities such as researching, decisions, planning vacations, scheduling tutors, and more.

Support: where AI can provide personalized coaching, act as a therapist or a friendly ear, help users prepare for tough conversations, offer career guidance, and more, especially thanks to its non-judgmental characteristics.
“If we can make intelligence accessible everywhere, affordable to everyone, and easy to understand, we can drive the biggest opportunity engine the world has ever seen and help more people live better lives,” said Fidji Simo, who is current CEO of Instacart and incoming CEO of Applications at OpenAI.
