France Draws $16 Billion In Investments From Tech Giants Like Amazon, Microsoft, Pfizer, AstraZeneca And More

Coming up to its seventh edition, Choose France has become one of the most coveted events of its kind and a must-attend event for the world’s top business leaders.
While the 2023 edition witnessed 28 projects being announced, totaling $14 billion, 2024 is said to be drawing in 56 new projects and $16 billion in investment for the country.
This includes major investments by some of the global top players, including Amazon, Microsoft, Pfizer, AstraZeneca and more.
So, what do these companies plan to bring to France and what did they announce through the summit? Let’s explore!
What Was Revealed At The Choose France Summit?

Microsoft, the primary backer of OpenAI, announced moves to accelerate the adoption of artificial intelligence (AI), as well as its skilling and innovation.

As per a news release published on the company’s website, Microsoft plans to invest 4 billion euros ($4.32 billion) in cloud and AI infrastructure. This will include training 1 million people in AI technology as well as supporting 2,500 AI startups by 2027.

The move will also see the company bring up to 25,000 of the most advanced GPUs to the country by 2026 and expand its datacenter footprint across existing sites in the country.

The investment would mark the company’s largest investment in France in its 41-year history in the country.

As per the release, “Microsoft’s Cloud and AI infrastructure in France will operate under the company’s recently published AI Access Principles.”

Ahead of this, Global e-commerce, cloud computing and online advertising giant Amazon plans to invest 1.2 billion euros ($1.3 billion) into France, with the aim of creating more than 3,000 permanent jobs in the country.

Through a news release published on the company’s website, Amazon clarified that the new jobs announced at the summit were in addition to the 2,000 new jobs previously announced.

The move includes increasing Amazon Web Services (AWS) cloud infrastructure in the country’s capital “to support France’s flourishing generative AI opportunity, and logistics infrastructure” and “increase delivery speeds and improve sustainable deliveries for customers.”

As per the release, “Amazon is proud to announce the continuation of our investments in the country, supporting the expansion of our logistics network and cloud infrastructure to benefit our customers and France’s economy.”

Pharmaceutical giants, AstraZeneca and Pfizer also announced investments nearing $1 billion.

Pfizer will come in with 500 million euros ($538.5 million) to boost its research and development efforts in the country.

AstraZeneca will focus on enhancing its site at Dunkirk with a $388 million investment.

As per reports, the country will also witness 100 new jobs from the likes of Morgan Stanley, while CEOs of banks such as Goldman Sachs, JPMorgan, Bank of America and others will meet with French Finance Minister Bruno Le Maire.

Other invested companies include Accenture, GSK, Lilium and more.

Corine de Bilbao, Corporate Vice-President, Microsoft France, said, “In this Year II of generative artificial intelligence, and as it has already entered the age of reason, we are proud to announce today a historic investment in France. Through state-of-the-art cloud and AI infrastructure, a major training plan for the French and renewed support for startups in the hexagon, we are pursuing our commitment to sustainable and inclusive growth.”

Russ Grandinetti, SVP, International Stores at Amazon, said, “Amazon’s first investment in Europe dates back to 1998, in the early days of the democratization of the internet. Although the world has changed dramatically in the last 25 years, our desire to invest in France and Europe has remained the same. We now have more than 220,000 employees in Europe and have invested more than €215 billion in the region since 2010.”

[Contd.] “This new investment by Amazon in France of more than €1.2 billion will support the creation of over 3,000 additional permanent jobs in the country. It is further evidence of our commitment to offer fast and reliable deliveries to customers, and to enable organizations in France to continue to build and modernize their business using the AWS cloud and the range of generative artificial intelligence services they can access and build there.”

Laurent Saint Martin, General Manager of Business France, said, “Business France welcomes Microsoft’s decision to locate its datacenter in France to strengthen French sovereignty in artificial intelligence. This project is a perfect illustration of the agency’s commitment to supporting strategic projects in conjunction with local players. The establishment of this state-of-the-art data center is a major milestone in the construction of an ambitious digital ecosystem.”

Franck Leroy, President of the Conseil régional du Grand-Est, said, “With this major project, the Grand Est region is making Alsace a benchmark region for artificial intelligence in France and Europe. This unique project, benefiting from a technological first, will strengthen the competitiveness of our regions and businesses, while guaranteeing the security of their data. It is also a major project of national and European interest.”
