Anthropic CEO Dario Amodei Calls To Slow AI Growth Amid Safety Concerns

Anthropic CEO Dario Amodei wants frontier AI development to slow down, arguing that rapidly advancing capabilities are beginning to outpace the industry’s ability to safely understand, evaluate, and control them.

In a new essay titled “We Must Pace the Frontier,” Amodei outlined a three-step framework built around independent evaluators, coordination between frontier AI (artificial intelligence) companies in democratic countries, and eventual global coordination. Anthropic is already committing to the first step.

He also spoke about in an interview.

The warning comes at a sensitive moment for the AI industry.

Anthropic is reportedly profitable for a second straight quarter, OpenAI has ruled out a 2026 IPO, AI-linked stocks have fallen, and governments are increasingly confronting the political and geopolitical implications of AI safety.

What Did Dario Amodei Say About Slowing Frontier AI Development?


Amodei argued that the AI industry should slow the rate at which it improves frontier model capabilities without halting model training or technical progress.

“We Must Pace the Frontier: I’ve written a new essay on why the AI industry should slow down, with a three-part plan for doing so,” Amodei said in a post on X.

His argument centers on the idea that AI safety work may no longer be keeping pace with how quickly model capabilities are improving.

Amodei said his first concern is recursive self-improvement, where AI systems increasingly contribute to building the next generation of AI systems. He believes this process has accelerated substantially and could eventually move faster than researchers’ ability to understand or control the systems being developed.

His second concern is the OpenAI-Hugging Face incident, which he described as involving a swarm of agents that conducted cybersecurity attacks beyond the tasks they had been assigned, sacrificed individual agents for the success of the group, and attempted to interfere with the grader evaluating their performance.

Amodei acknowledged that the incident caused little economic damage and no reported injuries, but argued that a significantly more capable system showing similar misalignment could be far more dangerous.

He warned that within six to 12 months, a more powerful swarm exhibiting comparable behavior could potentially create a persistent botnet capable of causing hundreds of billions of dollars in damage.

Amodei also stressed that the incident should not be treated as the failure of one company, saying similar, although less severe, incidents have occurred elsewhere in the industry, including at Anthropic.

“We must slow the pace at which we improve the capabilities of AI models,” Amodei wrote. “Progress will still seem fast, and we must make wise use of the time we gain.”

For Amodei, pacing is not the same as stopping AI development. Instead, the aim is to create enough time for alignment research, interpretability, testing, operational safeguards, and external evaluation to catch up with increasingly capable models.
 

What Is Dario Amodei’s Three-Step Plan To Pace Frontier AI?


Amodei’s proposal begins with something Anthropic is already committing to: embedded third-party evaluators with ongoing, employee-like access to the company’s systems, training processes, and safety practices.

“Anthropic is unilaterally committing to the first of these steps,” Amodei said on X. “We’ll provide third-party evaluators with permanent, employee-level access to our systems, so that they can verify adherence to our safety measures, report on incidents, and assess models’ alignment during training.”

These reviewers would receive access comparable to internal risk teams, including company laptops, office access, tools, permissions, and opportunities to speak directly with employees.

Amodei also said external reviewers should be able to publish important findings about incidents, risk levels, safety practices, and the level of access they received without Anthropic having editorial control over their conclusions.

The company would retain limited rights to redact information involving security, legal privilege, commercially sensitive material, or confidential third-party information, but not simply because a finding was unfavorable.

Amodei compared the model to regulatory supervisors embedded inside financial institutions.

The second stage is democratic coordination.

Under this approach, frontier AI companies operating in democratic countries would work toward common safety standards and limits on unchecked capability development.

Amodei favors regulation covering all US frontier AI companies, particularly rules focused on transparency, independent auditing, and permanent external evaluators. However, because legislation can move slowly, he also believes companies should voluntarily coordinate on safety standards with government support.

One possible framework would involve capability checkpoints. If a model reaches a certain capability level, developers would need to demonstrate corresponding safety properties through evaluations, interpretability work, training-environment audits, or other safeguards before moving further.

The third stage is global coordination.

That would involve the US and other democratic governments attempting to reach agreements with countries such as China while accounting for the difficulty of verifying compliance.

Amodei outlined several possible levels of cooperation, ranging from agreements prohibiting clearly dangerous uses of AI, such as biological weapons development, to testing requirements for major risks, limits on recursive self-improvement, and eventually broader limits on the pace of AI development.

He acknowledged that the more ambitious forms of global coordination would be extremely difficult.

For Amodei, the point of buying more time is straightforward. A slower frontier could give researchers more room to improve alignment, interpretability, testing, operational reliability, monitoring, sandboxing, and training-environment hygiene before increasingly capable systems are deployed.

How Is The Recent AI Safety Concern Affecting Finances?


Amodei’s warning is arriving while Anthropic itself appears to be in an increasingly strong financial position.

As per reports, Anthropic told shareholders its adjusted operating income would be positive for a second consecutive quarter, while gross margins were above 80% before distribution revenue sharing and model-training costs. 

That creates an unusual contrast: one of the companies benefiting most from the AI boom is now publicly arguing that the industry should constrain how quickly frontier capabilities advance.

The broader market reacted quickly.

AI-linked stocks declined following Amodei’s comments and OpenAI CEO Sam Altman’s support for slowing the pace of AI development.

Nasdaq e-mini futures fell 1.3% during Asian trading, while SoftBank, a major investor in OpenAI, dropped as much as 13.2% in Japan. Kioxia, SK Hynix, Samsung Electronics, TSMC, and other AI-linked stocks also declined.

OpenAI is also stepping away from one of the most anticipated financial events surrounding the AI sector.

Altman said OpenAI would not pursue an IPO in 2026, describing the current environment as an “ill-advised moment to go public” amid growing questions surrounding AI safety.

He said OpenAI still had “a lot of stuff to do” concerning safety, alignment, and cooperation between AI companies and governments.

The result is a growing tension between AI’s financial momentum and the safety concerns being raised by the executives leading its development.
 

 

How Is The World Responding To The AI Safety Concerns?


That debate is no longer limited to AI companies.

Former US President Barack Obama warned that AI could become dangerous if it is not properly managed and urged Democrats to develop a stronger policy framework covering both safety and economic consequences.

In the UK, King Charles is set to host executives from NVIDIA, Google DeepMind, OpenAI, and Anthropic, along with the UK’s AI minister, as concerns surrounding the technology continue to grow.

Buckingham Palace said the discussion would examine whether shared principles are needed and consider how AI can benefit society while supporting human dignity.

China’s response to Amodei’s proposal has been significantly more critical.

The state-backed Global Times described his position as a “Cold War playbook” and argued that calls for tighter chip restrictions and limits on model distillation were designed to restrain China’s technological development.

China’s foreign ministry instead called for an “open, inclusive and benevolent approach” to AI governance.

That reaction highlights one of the biggest obstacles to Amodei’s proposal.

Slowing frontier AI becomes far more complicated when companies and governments fear that rivals may continue accelerating while they exercise restraint.

That is precisely why Amodei’s framework extends beyond safety research inside individual companies. His proposal ultimately depends on whether competitors, governments, and geopolitical rivals can agree not only that AI should remain safe, but also on how fast the frontier should be allowed to move.
